A Caspian sunset from your hotel window is the main tourist trap in Baku. The city is actively building up the waterfront, so what looked like sea in Booking photos may turn out to be a concrete skeleton of a new skyscraper.
Three Rules for Choosing «Sea View» in 2026
- Avoid low floors: on Neftchilar Avenue, views from below the 5th floor are often blocked by century-old Boulevard trees or pavilions
- Side matters: Fairmont has «City View» rooms — cheaper but sea is only visible at an angle. Insist on «Full Sea View»
- Port Baku construction: active construction near the sea terminal. If the hotel is in that area — check for cranes outside the window

Honest answer: budget hotels with sea views don't exist. Below $70 it's either a «side» view or a hotel in Shikhovo near industrial zones.
Your plan: stay near «Sahil» or «28 May» metro. 10 minutes walk to the sea — spend the savings on dinner at a terrace restaurant.
Beach Options (Absheron 2026)
Swimming in the city bay is still not allowed.
